Diagnosing how the sovereign ceiling functions as a simplifying shortcut that can obscure meaningful differences across borrowers, and proposing an alternative credit rating approach based on disaggregating sovereign risk into specific transmission channels.

Igor Zelezetskii and 5 more
Igor Zelezetskii is a credit ratings specialist with more than two decades of experience across sovereign, public-sector and structured credit analysis. He spent 14 years at Moody’s, serving as a Vice President in the agency’s London and Sydney offices. As a lead analyst in both offices, he rated more than 70 transactions, with a focus on UK, EU, Australian and emerging-market issuers and financial instruments. He published research and authored Moody’s Approach to Rating Collateralised Debt Obligations Backed by Project Finance and Infrastructure Assets and, for several years, served as the methodology’s global sponsor at the agency. He later served as Chief Executive Officer of ACRA, and from 2017 to 2024 he led the BRICS Credit Rating Task Force within the Financial Services Working Group of the BRICS Business Council. He has published articles on sovereign debt, critiques of prevailing credit-rating methodologies, and sustainable finance. He studied Law and Medical Science at the University of New South Wales and was a member of the New South Wales bar. His current work focuses on credit-rating methodologies, multilateral rating agency development, sovereign risk assessment, and the role of ratings in sustainable investment and development finance.
