Localizing the SDGs: Data-Driven Development Planning

The world is entering an era where data is generated and used at an unprecedented scale. Technologies to collect real-time data at low cost that can supplement traditional survey and census data are increasingly available. So too are ICT programs that help convert this information into useful outputs for policy makers to support decision making.

This report summarizes the best practices of data-driven development planning and provides case studies and examples of data-based monitoring tools.

The “Using the SDG Framework to Advance Local Development Where Vale Operates: A Case Study From Canaã dos Carajás” highlights how existing data collection and monitoring platforms in Brazil can help stakeholders in mining impacted regions identify areas of intervention, coordinate activities among public and private actors, assess the impact of development interventions, and adapt these accordingly if unsuccessful.

CCSI supported the local governments in Huasco Province, Chile, to develop a data driven long-term development strategy that takes into account the large-scale mining investment by NuevaUnion, a joint venture of Teck and Goldcorp. During the first phase of the project, CCSI worked with its local partner Dinámica Plataforma to do a comprehensive and detailed diagnostic of the development needs of the Province; develop a vision for the Province based on extensive consultations; and outline the strategic pillars that the development strategy should entail. The “Roadmap to Sustainable Development of Huasco Province” outlines the results of this work.

In partnership with Dinamica Plataforma and the Center for International Earth Science Information Network, CCSI advised Antofagasta Minerals on the development of an SDG-aligned data collection and monitoring system for the Choapa Province, which is impacted by the company’s Los Pelambres Mine. The goal was to set quantitative targets and feed into an online monitoring system that can support fact-based decision-making of local governments and increase transparency about progress toward development outcomes.
