The current challenge for governments is to develop and implement policies to prevent FDI from exacerbating the challenges of climate change, and to maximize the contributions that such sources of capital make to providing mitigation and adaptation solutions. As one step toward meeting that challenge, this research project, undertaken with support from the Center for Climate Change Law at Columbia Law School, thus focuses on identifying concrete actions home states can take to help catalyze and channel FDI to enhance technology transfer for climate change mitigation and adaptation strategies.
